Useful Links on HE Management
In this section we show some of the web sites that we think managers and
policy makers in higher education will find useful. They are divided into

This selection does not claim to be comprehensive, merely a listing of sites
that we have found interesting and valuable.
The Policy
Index of the ACU can be found on the Home page of the Association of
Commonwealth Universities at www.acu.ac.uk
. It lists over 1,200 policies covering a very wide range of administrative
and policy topics in finance, estates, human resources, student affairs etc.
The site leads one direct to a selection of web sites of universities where
the policies are described.
Good
Management Practice programme of the English Higher Education Funding
Council has financed a wide range of projects since 1998. The HEFCE site at
www.gmp.ac.uk describes these under "Good
Practice" on the home page.
The Canadian Association of University Business Officers (CAUBO)
organises annual quality and productivity awards for good management. Each
year the Award winners are described on the CAUBO site at
www.caubo.ca/awards/index_e.cfm These cover practices in
fund raising, estates, financial management etc.
ARMED is a site funded by the HEFCE Good Management Practice
programme that presents legal advice on various issues relating to academic
staff and students. See

The World
Bank’s Tertiary Education website at
www.worldbank.org/education/tertiary has a section devoted to Resources
on which some useful materials are available,
principally at system level,
analysed both by topic and by
region of the world.
Global University
Network for Innovation
supported by
UNESCO has an Observatory on good university practices. At present it
covers two areas – financing and social commitment. The site is at

The Association of Governing Bodies (AGB) in the
United States is the main source of advice for College and
University Trustees. Their site at
www.agb.org provides papers
and reports commissioned by them on issues such as Trustee
Liability and good governance.
A different approach was taken in the UK where the HEFCE
Good Management Practice programme (see earlier) commissioned
the creation of a web site of practical advice for new governors.
This can be found at

Although this is very heavily based on UK practice and funding
council regulations, it does illustrate the kinds of issues that
governors must be aware of.
Another UK initiative is the Guide
for Members of Higher Education Governing Bodies of Universities and
Colleges in the UK. This was revised in 2004 and was published
by the Committee of University Chairmen on their web site at

Scotland
The funding
body is the Scottish Funding Council which oversees

South Africa
The
Department of Education funds universities directly. Its web

The
Council on Higher Education is a statutory body that advises the
Minister and has under its control the Higher Education Quality

Wales
The Ministry of Education is called
