In this section we show some of the web sites that we think managers and policy makers in higher education will find useful. They are divided into the following categories:

This selection does not claim to be comprehensive, merely a listing of sites that we have found interesting and valuable.


Institutional Policies and Good Practices

The Policy Index of the ACU can be found on the Home page of the Association of Commonwealth Universities at www.acu.ac.uk . It lists over 1,200 policies covering a very wide range of administrative and policy topics in finance, estates, human resources, student affairs etc. The site leads one direct to a selection of web sites of universities where the policies are described.
 

Good Management Practice programme of the English Higher Education Funding Council has financed a wide range of projects since 1998. The HEFCE site at www.gmp.ac.uk describes these under "Good Practice" on the home page.


The Canadian Association of University Business Officers (CAUBO) organises annual quality and productivity awards for good management. Each year the Award winners are described on the CAUBO site at
www.caubo.ca/awards/index_e.cfm These cover practices in fund raising, estates, financial management etc.


ARMED is a site funded by the HEFCE Good Management Practice programme that presents legal advice on various issues relating to academic staff and students. See http://armed.ilrt.bris.ac.uk/publications.html
 

The World Bank’s Tertiary Education website at www.worldbank.org/education/tertiary has a section devoted to Resources on which some useful materials are available, principally at system level, analysed both by topic and by region of the world.

Global University Network for Innovation supported by UNESCO has an Observatory on good university practices. At present it covers two areas – financing and social commitment. The site is at www.guni-rmies.net/info

Advice for University Governors and Council Members

The Association of Governing Bodies (AGB) in the United States is the main source of advice for College and University Trustees. Their site at www.agb.org provides papers and reports commissioned by them on issues such as Trustee Liability and good governance.

A different approach was taken in the UK where the HEFCE Good Management Practice programme (see earlier) commissioned the creation of a web site of practical advice for new governors. This can be found at www.hegovernance.ac.uk

Although this is very heavily based on UK practice and funding council regulations, it does illustrate the kinds of issues that governors must be aware of.

Another UK initiative is the Guide for Members of Higher Education Governing Bodies of Universities and Colleges in the UK. This was revised in 2004 and was published by the Committee of University Chairmen on their web site at www.shef.ac.uk/cuc/pubs.html

Sites of Ministries of Education or Funding Bodies

Australia

Department of Education, Science and Training at www.dest.gov.au/sectors/higher_education/

England

The Ministry of Education is the Department for Education and Skills (DfES) and its materials for HE are at www.dfes.gov.uk/highereducation


The English Funding body is the Higher Education Funding Council for England (HEFCE) at www.hefce.ac.uk

Hong Kong

The University Grants Committee is the funding body with a site at www.ugc.edu.hk

India

The Funding Body is the University Grants Commission with a site at www.ugc.ac.in/index.htm

New Zealand

The Ministry of Education is www.minedu.govt.nz and all the papers for tertiary education are found in the section headed 'Tertiary'.

The Funding Body are found in the section headed Tertiary Education Commission at www.tec.govt.nz

Pakistan

The buffer body in Pakistan is called the Higher Education Commission and has embarked on a major programme of reforms which are described at www.hec.gov.pk

Scotland

The funding body is the Scottish Funding Council which oversees universities and further education colleges. Its web site is at www.sfc.ac.uk

South Africa

The Department of Education funds universities directly. Its web site is at www.education.gov.za and materials relating to universities are under “Documents” in a higher education section.

The Council on Higher Education is a statutory body that advises the Minister and has under its control the Higher Education Quality Council. For details see www.che.ac.za

Wales

The Ministry of Education is called Education and Learning Wales (ELWa) at www.elwa.ac.uk and this houses the materials of HEFCW. The Higher Education Funding Council for Wales is at www.hefcw.ac.uk/index.htm

Association for Tertiary Education Managers Inc. (Australia/New Zealand) has papers and research outputs at www.atem.org.au

The Association of University Administrators (AUA) in the UK is the body for all generalist professional administrators. Its site is www.aua.ac.uk

Planning

Society of College and University Planners (SCUP) www.scup.org

Finance

British University Finance Directors Group (BUFDG) http://bufdg.ac.uk

This site shows how to access the detailed financial accounts of many UK universities.

National Association of College and University Business Officers (NACUBO) www.nacubo.org

Canadian Association of University Business Officers (CAUBO) www.caubo.ca

Property

Association of University Directors of Estates (AUDE) www.aude.ac.uk This links to the useful annual statistical survey of space and building costs in the UK at www.heestates.ac.uk

ICT

Universities and College Information Systems Association (UCISA) www.ucisa.ac.uk This site holds the results of annual surveys carried out of costs and provision of ICT in UK universities, but only a limited set is publicly available.
 

Although it is not run by an association the annual US Campus Computing Survey is a very detailed survey of the state of provision and expenditure in a selection of US colleges. It is at www.campuscomputing.net
