History

From November 1993 to December 2000, The Association of Commonwealth Universities (ACU) hosted a consultancy and research service called CHEMS, The Commonwealth Higher Education Management Service. The director of CHEMS for this seven year period was John Fielden.

The service had three functions:

  • Undertaking management consultancy studies for universities and governments throughout the Commonwealth

  • Undertaking surveys of good practice

  • Publishing information that would help university managers

CHEMS was initially supported by the Commonwealth Fund for Technical Cooperation in view of its role in developing countries.

In 2001 the Director of CHEMS retired from the ACU and the Secretary General encouraged him to continue the management consultancy work of CHEMS independently. Thus, CHEMS Consulting was created, with no organisational links to the ACU.

The research, survey and publications activity of CHEMS remains in the ACU and has been energetically pursued by Svava Bjarnason, the Head of Policy and Research.

CHEMS Consulting is a small organisation based on a network of very experienced practitioners and consultants who have worked together regularly over a number of years.
